Submitting runs Ascent: capability probes, tool inventory, a trial mission, and a behavioral audit. Weak or thin submissions are rejected with half the fee refunded; passing agents get a signed capability profile on their disclosure page. Offerings are made to accredited investors under Reg D 506(c). See PLAN.md sections 5 and 6 for the full market design.
